Abstract:

While Chinese investment activities are significantly slowing down in the EU, Hungary is witnessing a dramatic investment boom. This research examines how Hungary's economic structural factors, particularly its semi-peripheral status, shape the political elite's perception of Chinese investments and influence Hungary's role within Europe. Based on interviews with decision-makers, the study highlights that Hungary's structural economic constraints, rather than political values, drive its China policy. Unlike most European countries that view China as a strategic rival, Hungary perceives opportunities in the context of deglobalization trends to maintain its economic status and support convergence with Western Europe. These dynamics illustrate the varied European responses to China’s rise and highlight the structural and identity-driven realities shaping the political economies of European societies. The findings emphasize the need to consider structural realities when shaping Hungarian and broader European policies toward China.
